There is absolutely no reason why he would have had to be Scottish, no.
Scottish regiments arguably tried to preserve their national identity rather more than some of the English regiments, but since you say he was recruited in Ipswich, there is every chance he was English.

Just looked at the Military General Service medal roll (Peninsular War essentially)
Pte John Brennan 88th Foot is listed as being awarded the medal with 4 battle clasps (Vittoria, Pyrenees, Nivelle, Toulouse).
Likewise, Pte Edward Brennan awarded the medal with one clasp (Toulouse)
Also confirms award of regimental order of merit to both men.

I have a copy of the published medal roll.
Confirms Philip Hugh as an Ordinary seaman aboard the GLASGOW at Algiers.
Also notes he is entered on the Muster List (ADM 36/ & 37/) as Hughes, so you should check both spellings when looking further.
