I gave you links to topics such as Irish records in reply #4.
S-E-A-FO-R-D-E is in Downpatrick Poor Law Union/Civil Registration District so when you look at vital records (births, marriages, deaths) it will be listed under Downpatrick.
Loughinisland is the civil parish (you will need this in order to search for other records) which may be the Church of Ireland Parish (Catholic churches have their own parishes which may have different names, follow different boundaries, etc.)
There will be no birth registration for someone born before 1864. If you are searching for a William Wallace born c1800 it may be that he married before the start of marriage registration (1864 for all marriages but from 1845 onwards for non-Catholic marriages). If he died 1864 onwards you can search for a death registration.
When doing any sort of research it's best to work back step by step through available records.

If you are looking for a black seaman of that era don't rule out Nova Scotia.

1911 census said Mary Cunningham was the mother of 12 children (7 living). This looks like the 12-
Mary 26 Aug.1871
Michael 17 Apr.1873 Lisbellaw (police constable)
William Patrick 22 Dec.1877 Lisbellaw (policeman)
Lucy Ellen 19 Sept.1877 Lisbellaw (policeman)
Alfred Joseph 16 July 1879 Lisbellaw-2 July 1879 Lisbellaw (sub-Constable)
Elizabeth Rose 20 July 1880 Lisbellaw (police constable)
Sarah 22 June 1882 Lisbellaw (police constable)
John 11 Sept.1884 Lisbellaw (police constable)
Gertrude 27 July 1886 Lisbellaw policeman)
Florence 19 Aug.1888 Lisbellaw-1908
Frederick Augustine 16 Feb.1890 Lisbellaw (police pensioner)

Father's occupation in brackets.

There was another Michael Cunningham in the police having children around the same time. Some details I found-
Michael Cunningham (d.1874 Capragh), constable, Lifford, m.(1867) Rose Logue
Mary 19 Sept.1870 Gub (parents- Michael Cunningham policeman & Rose Logue)
Elizabeth 13 Mar.1872 Gub
Rosanne 16 Oct.1873 Capragh, Cavan (policeman)

This is not the correct Michael Cunningham.

Here's the Cunningham family in 1911- mis-transcibed as 'Cunnigham'
Married 40 years (c1871) with 12 children (7 living)

Michael's burial place listed here-
Belfast Telegraph, 14 Sept.1912: The death has taken place at his residence, My Lady’s Road, of ex-Sergeant Michael Cunningham. The funeral to Milltown Cemetery was largely attended.
