I have some incomplete 1871 Census info for the following household in Withycombe Raleigh, Devon. Could someone please fill in the blanks (see ??). I'm trying to trace parents of "Frederick SELWAY".

I have:
William SELWAY; Head; age 60;  Where born  ??
Sarah SELWAY; Wife; age 64; born in Broad Clyst, Devon
W??    SELWAY; Son; age 40; born Aylesbeare, Devon
Mary A. SELWAY; ?? ; age 19; born ??, Devon
Frederick SELWAY; grandson, age 11, born Withycombe Raleigh.

There is a (remote) chance she was married by 1871, I do know that by 1880 she was married to John DEGAN.

I have my ggrandmother's Birth Certificate, and under "When/Where Born" it states "15 April 1880, H.M. Prison, Westminster".  The registration district is St George Hanover Square.

Where/how can I find out if her mother was an inmate, or were there circumstances where prisons served as an emergency ward for difficult births?

Also, I can't find an 1881 Census entry for mother or child, but both are in 1901 Census. Did prisons get included in the 1881 Census?
