Based on ages at burial, Richard SEYMOUR was 73 when he married Alice WOODS aged 23 ... so about 50 years 
They had a child christened the month before they married
and two after that. Then she had seven with her second husband - he was only about 20 years older than her.

When a woman dies, her certificate shows something like
"wife of John SMITH"
or
"widow of George BROWN"
or
"daughter of James WHITE"
If she were unmarried, would it say "a single woman"?
"wife of John SMITH"
or

or

I've now discovered that Sarah Ann TOPPER was buried at Winterton 9 Jan 1859 aged 28. If Sarah had been Tom's mum, her death would explain why he was living with Auntie Annie in 1861 and 1871.
I see Tom's eldest daughter was called Sarah.

I was suggesting that the only LACY around in Winterton in 1851 was Sarah LACEY, sister of Ann (BURTON). And I think perhaps Sarah married a Christopher TOPPER.

Winterton baptisms for that period are in the IGI Batch C033811
There were over 50 in each year 1851 to 1853 but no LACYs
In 1851 there were 3 LACEYs in Winterton ... and elderly couple and a 20 year old Sarah
She may have married a Christopher TOPPER in 1858 but I can't find them in a census.
I guess you have seen him on censuses with an Ann BURTON ... she was the widow of Dawson BURTON and, when she married him in 1835 had been Ann LACY.
Her parents' names were the same as those of Sarah Ann LACY 1830.
