I suspect that Galium is right, that if the official said "Make your mark here" they did just that - perhaps it was a perception that just the mark was required, rather than the signature. Even today, faced by officialdom, people tend to do precisely what they are told, usually on the assumption that the person issuing the orders knows what he/she is doing....
According to my late mother, my great-grandfather taught his wife to read and write after they married, but on their marriage certificate they have both used their mark, although he could have used his signature if required to do so.
