Could anyone tell me if a person was an inmate in a workhouse, would they appear in the census records for 1871 or 1861?

They should do, the census was meant to get everyone. And workhouse inmates are in the 1881 census.

Someone gave me a tip once, that I'll pass on here:

Many institutions (workhouses, hospitals, lunatic asylums, military, jails, etc...)  only used initials for names (A.Smith, D.Jones, etc)

Try all website searches (familysearch, freecen, freebmd, 1901, etc,...)  with just an initial. It turns up a load of otherwise "lost" people.

But: try it and see ! some sites need a full stop ( e.g. a.) or they will give you every name beginning with A !

You can find more workhouse returns on

http://www.census-online.com/links/
and
http://users.ox.ac.uk/~peter/workhouse/

Good luck !
