anyone out there want to see if they can sort this out

HI to all,

                   I can usually sort scratches and blemishes but what do you do with a photo such as this. I know I could just crop it. but is there any way to get the bottom half to match the top?? Would love to hear any suggestions.

If you can isolate the area you want to change with one of the marque or lassoo tools, then adjust the brightness, contrast in the selected area.

Now I feel stupid....so simple now its been said to me.  I just couldn't think how to tackle that... Thats brilliant. Thanks for helping a dumbo.
