Jacob Lowing 1901 Census

I would be grateful if someone could confirm the type of Institution that Jacob Lowing (1885- ?) was resident in as a patient. It was located at St Margaret, Rochester & Chatham, Medway, Kent.

He was in St Williams Hospital

I was also wondering if any connection to the Jacob Lowing also known as John Kemble/Kembel/Kendall (c.1858 England-1904 Edinburgh, Scotland)? His son, George (c.1893-c.1972), married my Great Aunt.
