What does this mean please? Royal Navy service record

Hello clever armed forces folk  :)

I have just downloaded my husband's grandfather's Royal Navy service record from the NA, showing his WW1 record.  It only shows the ships he was on and what dates, and lots of stuff about bonuses and pay etc...I imagine one woudl have to look up each of those ships/boats/whatever they are called  ;D in order to work out what he did and where he went...

Anyway, I wondered what this abbreviation meant, it's near the bottom of the record.  It seems to say "Recommended for R.F.R" ??? If anyone can decipher, I'd be grateful.
