Devonport waterman born in Hanover!

I have a great great grandfather who, according to the 1861 census was "born in Holland" but on the 1871 census was "born in Hanover, British Subject - perhaps the boundaries changed!.  His name is Henry Turner and he married in Devonport.  On his marriage certificate which I obtained, his father was also Henry Turner.   This is all I know about this side of the family.  Does anyone know if there was a British community in Hanover - he was born c. 1820?  Do you think it is possible to obtain a birth certificate for him, although he was born pre-registration in the UK, perhaps in Hanover it was different.  Any ideas or advice would be gratefully appreciated.  Many thanks  :-\

What was his father's occupation?
