Would someone be able to advise how I could find details of a Belgium Birth Registration for 1927 and a Marriage Registration for 1945/6 . The person I am looking for is Gilberte Julia Phillipart from Nivelles Belgium.

For records that late, you'd have to contact Nivelles directly.

http://www.nivelles.be/index.php?ItemSelected=TOPF00098 - here, the Etat Civil information is what you want, there's even an email address.  I've never tried to get records that late, I think there may be some concerns with privacy laws etc, but never hurts to ask.  Will probably depend on how you are connected to Gilberte.

Hi Jorose

Many thanks for the info. Gilberte was my wife's mother.

Then you shouldn't have any problems, I wouldn't think.  Once you get back to about 1892, the LDS have civil registration records (and then church records before that) on microfilm, so if you have access to an LDS center you'll be able to go back a long way.  Good luck with it!
