I'm not sure that there are too many clues to this one.
Ford, Baines, Dixon, Platts, Peat, Proctor, Rotherforth, Dakin/Daykin, Sales, Beech, Hall, Parkin, Nightingale. ----- Harthill, Waleswood, Woodhouse-mill, Whitwell

That coat is European,as is the name,Igor,Wildman Digger??Name or work nickname?
I'll take a chance and say roughly 7p.m.W.S.T
He's fed changed,bathed(?)happy enuff,so,Autumn,sayJuly,coat for warmth,year 1930 ish.

Looks more like a suite from Carnaby Street, early 60's, flower
power, ban the bomb era.....maybe a lead singer of a very long
forgotten beat group "Igor and the Ruskies' a one hit wonder with
"Ferry across the Volga"............. ::)

I think it looks more late 1960's and would guess 1968/9. There were plenty of jackets and coats with a similar style back then. A great time for music too.
