The picture has a lot of moire which means it is a picture of a picture, usually from a magazine or book or copy.

As an exercise I used a counter (from my theatre checking days) and each time I saved the pic after making changes
I counted, the number was 62 times, so to try and record
what I actually did and with what tools would have taken
me hours of typing, even so I could not have used the same
method on another picture.

I do not use layers or masks, no lasso (unless bringing a
section from another pic) so I can't advise you on that
method.

When I first started to restore, repair or enhance, I found out what each tool would do by opening undamaged pics and trying every tool at every setting to see what effect I got, and
from doing so learned which tool I need to do a specific job, it's
a little like diving into the deep end of a swimming pool when you can't swim, either learn quickly or drown!!  ;D

Thanks so much you did a wonderful job. The picture is of my sister. She took it to a shop in England and they copied on the copy machine.
I worked for hours but could not do a good job.

I did not expect anyone to solve this problem for me and I know there is not one fix. As I am just starting, I had really no idea where to begin.
I tried Image adjustments, desaturate, image brightness, dust removal , levels, but I do not know what else.
I am learning each day, and will not give up until I can say I gave it a good try. It does not matter which method a person uses as long as he/she feels they have accomplished something.
This is only my second week so all is new but not impossible.

Yep! I thought it was a copy of a copy or photo copy!!! and not
the easiest pics to try to restore.

Hundreds of old pics that you can download and practice on.

From what I see on RootsChat most have their own method of fixing pics, perhaps some have followed guidlines from the net,
as for me I can only learn by a hands on approach, although I
have tried to follow tutorials, I find them confusing at best.

I am just like you tutorials drive me crazy. I started on one of the methods today and posted the info on roots, you will see it.

I have just started on a small pic of my father, but I do not know how to choose colors for medals, and I am not sure about backgrounds. Do I color grass, trees, the same way, lasso, paint, fiddle with colors and do my best?
 I must succeed in this because I started but little by little

Hi Joy

Have you tried using the colours on the swatches palette.

Go to the drop down windows menu and click on swatches. Pick a colour with the eye dropper close to what you need to colourize and then go through the usual process using Hue and Saturation levels and alter the colour to suit. The small black arrow on the tab line of the swatches palette will give you further choices of colours.
