A Hair texture plugin

Does anyone know of a hair plugin or filter for Adobe Photoshop Elements 3.0  that would make anything look like hair... Like if in a picture, the persons hair was very blurry, the filter would make it hair textured.

Also, I keep geting logged out and have to log back in about 3 or 4 times before I can post... does that happen with everybody?

Doesn't sound right to me - I've never got logged out. Maybe post in the technical hints area and someone will help.
