Does anyone have access to the registers for Billingham?

I am looking for a marriage/banns in 1770 between  Samuel Tulip and Alice Green, trying to ascertain if Samuel came from the parish of Ovingham and who his father might be.

Welcome to Rootschat.  A very helpful site indeed.

Stockton Library has a great family history section (excellent helpful staff) with internet access, microfilm readers/printers and microfiche readers.  They have a good selection of church records, births, marriages, deaths and banns.  Also old newspapers on microfilm, rate books and lots more, covering Stockton, Billingham, Norton, Hartlepool and lots of monumental inscription books covering areas further areas of Durham and Yorkshire.  There is also Teesside Archives in Middlesbrough with a whole host of information.

The entry is
Samuel Tulip of Ovingham in Northumberland married Alice Green of this parish, 14th May 1770.
Both made mark, not signed.
Banns posted 22nd April 1770, 29th April and 6th May.  On each banns entry Samuel's surname is spelt Tewlip.
Church was St Cuthbert's.
No mention of father's names.
Witnesses - Wm Friend, Jane (or Lane) Green, Matthew Hall.  Also Wm Warton (he appears to witness some other marriages though so probably not connected).  Curate's name wasn't very clear.

Fantastic, thanks jellybaby.

Interesting that one of the witnesses was Wm Friend - was that all he had down for his name. I ask because the name William Friend or just Friend runs through the family right up to the late 1800s, so I'm wondering if he was a brother.  Samuel had  sons, William and Friend.
