Removal Order from Manchester to Liverpool NOT NOW REQUIRED THANKS

I would appreciate it if anyone could advise me on the following Removal Order:
LANCASHIRE COUNTY QUARTER SESSIONS

    PETITIONS
   Salford: Midsummer 1833
  FILE - Manchester to Liverpool. Order of removal of Peter Quigley, Susanna his wife and James and Peter their children - ref. QSP/2985/65  - date: 1833 9 May.
Would this be the all the children in the Removal Order? or is it possible that two old children both female and born prior to James and Peter have not been listed by the National Archives. All four children are present in the Manchester Census of 1841, so if this record relates to them they must have come back? Would this be possible if the Order had been made? His last child, Thomas, was born in 1834-35 in Manchester. There is also a death of Susannah Quigley, 1837, at Manchester.
Peter, born Ireland, a widower in the 1851 Census, was a shoemaker and although the children above were born in Liverpool, it is hard to imagine that he would have been in the Manchester workhouse and this record may relate to another family?
Any advice would be appreciated.
