Hi Trevor,
Don't know if this might be a match, but on the Automated Census site there is an Index to the 1906 Census of the Northwest Provinces.  Living in Saskatchewan there is a Perceval Bagnall:

Perceval Bagnall, age 29, single, born England, Year Immigrated to Canada 1889.
Saskatchewan, Assiniboia East District, Subdistrict 41, Page 9, Line 8.

Here is the source information:
Province:  Saskatchewan
District Name: Assiniboia East District
District Number: 11
District Description: Assiniboia East
Sub-district Number: 41
Reference: RG31, Statistics Canada
Microfilm Reel Number: T-18358

The Automated Census site has a link to the Canadian Archives where you can take a look at the actual image.

Trevor,
My apologies. I had misunderstood your posting: "... her relation emigrated to Canada, Percy Bagnall ...".

The 1901 Census for Ontario is online, and you can search for Charles at this site:
http://www.automatedgenealogy.com/census/index.html

You might also be interested in looking through the GenWeb site for Guelph, which is in Wellington County:  http://www.rootsweb.com/~onwellin/

Good luck,
~meg
