In the 1851 census, there were two prisons in Perth - The General Prison for Scotland and The City & County Prison of Perth. I am not sure what records the A K Bell Library in Perth has for the General Prison that you are seeking. If they don't have them, the National Archives of Scotland (NAS) in Edinburgh should be your next try.

Hi Just noticed your post ....yes 2 prisons in perth...smaller one is at scoonieburn perth just on the outskirts...although i don't know how long its been there...and now is classed as  part of main prison on the Edinburgh Rd perth...when i was a child it was used as a borstel....scooniburn sits on the old main route of the edinburgh road also...hope this is of help.
