Have you checked LDS catalogue to see if the church records have been microfilmed? (there were no birth certificates until 1864). If LDS has the film for a small fee you can order it to view at local LDS library.
Away sorting out DNA matches... I may be gone for some time many years!

The parish records for St Brendan's RC church, Birr covering this period have been microfilmed and are available through the LDS.  I did have the microfilm out on loan but it's on it's way back now.

Was this Williams a British soldier? When was the marriage?
If you have the marriage and place then possibly the first child was born in the same place. If he was a Ptotestant and she a catholic then they would probably have married in the Church of Ireland church and not Roman catholic.
The marriage cert will give her father's name and occupation.
What parish was she from in Birr.

The genealogy centre at Bury Quay Tullamore may be able to help you with your search.

You need to send for the marriage cert. An army marriage cert will give you the date and place.
Have you looked on the Fibis site(Google for this).
