It does look like it. As anna suggested on the other thread, I think it's in Walton.

Reading the 1881 enumeration district description for Old Radnor - Walton and Womaston, I see mention of a place called Nobley.

Just a few inhabitants there in 1881 (2 families show with street address 'Nobley'), for instance:
