He may have been my Great Grandad, William John Waterman Askew and thats all i can really say about him.

Well a Scottish regiment clearly!  
Two good conduct stripes, a medal on his chest, badges potentially visible so we might be able to tell you a fair bit.

But we really do need to see it a lot bigger.  
Is the original image on your computer a decent size? What's the file size?

Try posting it once more perhaps before anything else.

Go to www.nationalarchives.gov.uk and click 'Search the archives' at the top of the page then click 'the Catalogue' from the menu.  Finally click 'Search' and enter the name.  I'm not sure but I think you would have to visit Kew for a copy of the proceedings.

I was wrong.  They will send direct monochrome copies of the original documents for £0.40 per page (A4).  £0.45 (A3).  £0.80 (A2).  Get an estimate first as there could be many pages.

Could really do with a better photo, but judging from the little I can make out he looks like a Gordon Highlander.  A bigger, clearer pic would determine.
