Herbert Harper - Malvern - Birth Reg Query

I'm having a lot of difficulty trying to find a birth registration for Herbert Harper and he's a bit of an elusive character as I cannot locate him on the 1891 or 1871 census.

In 1901 he is recorded as being a painter/plumber own acct and is living at Quest Hills, Malvern Link. In 1881 he is Lodging at 151 Chatham Street, Reading , Berks - Occ Painter.

His marriage Cert states that his father was John Harper, Bricklayer.

I've been searching through to try and find a birth reg for him so that I can establish his mother's name. However, the only two I can find are registered in Dudley and Uttoxeter.

On the 81 and 01 census he states he was born Malvern, Worcs??

Help - where would a birth in Malvern be registered in 1858? I'll admit my geography is bad but are either of these locations right??
