I am a native of Ystradgynlais and if they aren't buried in St Cynogs then they will probably be in The Gorof Cemetery.  You should be able to get the records from the Parish.  Also you may not find a headstone in St Cynogs as, about 25 years ago, the vicar 'cleaned up' the graveyard by having most of the older graves leveled.  The Headsones were placed randomly around the cleared area.  This was done to aid graveyard maintenance.  I found this out when I went to tend to my Great Grandfathers grave and it had gone..The cleaning up was mainly in the area nearest the main road entrances, in front of the main entrance.
