I think this must be a Northern job, only seen it twice - does it have another meaning outside the mining industry?

Treacle Bender.

The chap was a banksman in previous census and a coal whipper in the following one.

I seem to recall that Andy Capp in the old Daily Mirror used to clam he was a treacle bender, so that the Unempoyment Office could not find him suitable employment and he could stay on the dole.

I just googled Treacle Blender.  There are lots of joke references to it, along with spagetti knitter, treacle miner and so on.   :-\

Maybe he was unemployed and either he or the enumerator wanted to at least write something down !  ::)

I believe it has the same connotation as a "underwater basket weaver " !!

A coal whipper unloaded coal, with the help of a jib-hoist, from vessels into a barge, lighter or railway wagon alongside
