Another possibility is that she is illegit, and father is made up ... ???

Where were they married? Any clues from marriage address (hers) (his) and witness names?  They married within a few months of the 1861 census, relating to address, she must be somewhere.

These look like witness, perhaps if you try trace back see if you can find a connection, sometimes it helps..

Link of the church, looks like it is in the town of Overmonnow, but possibly would come under 'Monmouth'

Overmonnow is part of the town of Monmouth where it has a bridge over the river Monnow. It has a beautiful old Church (St Thomas), which I have visited recently. I was made most wecome, A person was transcripting at the time and I was shown the original marriage entry.
Her daughter Julia's Birth Cert states her mothers former name as Powell.
Still trying other areas [Hereford} etc. This is a record I found on 1861 Census

I don't know what to suggest, Jen  :-\

It looks like she was never on census with Charles (carpenter)  possibly he died...think she is there somewhere but maybe under a different name on cenus...considering between us we cannot find her where she should be.  I have tried everything I know, first names only in birth area, last name, Jane with dad Charles all counties etc...only one I can find is a barber/hairdresser, within correct area.

I have a few like this, were the are no easy answers, sometimes we never get to know, other times, it is eureka!
