Hi,

I can solve your problem!  Harriett was my great grandfather's sister or possibly half sister.  She is Harriett Fox on the 1901 census, Annie was married to Arthur Fox by then.

In the 1911 census Arthur is not listed as a resident but Harriett is still living with Annie and her two younger brothers and is now a Puver again.
