Help needed..
I have a James and Mary Dowd (spelt Doud on census) on the 1851 U.K census in Derbyshire.
It says they were born in Ireland but I don't know in which county.
How would I find out this information?

The names are sufficiently common that you will need much more information before you can attempt to look in Ireland.

Were any children born in England whose birth certificates would give the mother's maiden name?

Do any later census give any more help?  Do they show any other relatives from Ireland?

Were they married in England, in which case a certificate should give their father's names?
