I think for the years before 1922 it would be the RIC - Royal Irish Constabulary...

it looks like he in mentioned in the transfers list in the Irish Times of Saturday, February 15, 1902

Constable Matthew Seaton from Belfast to Wicklow

the section is captioned "Offical Lists - Transfers"

also a mention in the Irish Times of Saturday, March 23, 1901

"Constable Mathew Seaton, of the Belfast City Force, has been granted a second class favourable record by the Inspector-General for courage and determination in the discharge of duty."

the article begins with details of 110 members of the Belfast force being temporarily relieved of ordinary duty to assist with the Census.

mentioned around 1911 is a Robert J. Seaton also in the RIC.

Thanks,
think the Robert Seaton may be a cousin, also a Coulter there in Belfast at least - he may have been a cousin via Matthew's mother.    wasn't game to ask too much.  Will search for the newspaper.  will try the Govt Gazettes for the timeframe as well.
