HELP! GRO Index mappings

I have trouble!  It could be costly!

I think I have found my gggrandmother's birth but I can't read the entry properly.  It isn't on Freebmd, I guess because it is on the tatty end of the page.

The entry reads:-

1846 Sept
ROBINSON, Grace - Conway - XXIII or XVII 343

But on this website:-

http://www.genuki.org.uk/big/eng/civreg/GROIndexes.html

Neither fits for the Conway district.  Is it common for the reference to be variable, if so how common?

   If you check on https://www.1837online.com/Trace2web/index.html
 you will find that your ref. is actualy xxv11 which fits for Conway district.
