I really think you should buy the marriage certificate before going any further, otherwise you may follow the wrong William.  I appreciate cert's are expensive, but as you don't know Williams birth year and given there are a few William Rowe's in the Leeds census which could be him, the only sensible way forward is the marriage cert.  That said, there is this William which COULD be him but then again may NOT be.

1901 Census.  Leeds, ecclesiastical parish EMMANUEL.

Frances E Rowe 64 (Will's g.mother)
Louisa Rowe 26 (Will's mother, a widow and dau in law of Frances)
William Rowe age 5
Mortimer Rowe 22 (son of Frances)

According to this website Frances Rowe the actress, was born 1913 in Preston.

A Frances M Rowe birth was registered in Preston, Sept qrt 1913, vol 8e page 1047

Mother's maiden name Hainsworth.

I looked for a Rowe /Hainsworth marriage in either Yorks or Lancs and found this one.

Marriages Sept qrt 1908, Leeds vol 9b page 1023

MORTIMER Rowe, and on the same page Beatrice Hainsworth.

So, it does look like the 1901 census I posted above is the right family.  How many Mortimer Rowe's could there have been?

Could be William's parents marriage?

Marriages Jun qrt 1894, Leeds

Louisa Clark to Sidney Rowe.  vol 9b page 653.
