Have you found him on the 1861 and 71 censuses, which may give some clues?

found this meaning of Preventive Service:

"the duty performed by the armed police in guarding the coast against smuggling"

Does that fit in with what you know about this person?

Sounds likely - his daughter, whos marriage it is was born in Bristol. Not sure of anymore information about him though - Robert Randell

If you give us names, dates, places of birth etc I'm sure someone will try to find him on the censuses for you.
