First Female Councillor?

Hello everyone

I am hoping you can help with my question.  It is rather vague though!

Family story says that a relative, known only as Rose, was the first female Labour Councillor for Rhayader in Radnorshire.  Probably in the 1920s - 1930s.

Can anyone supply any details please?

Family surnames might have been JONES or MORGAN - or anything else Welsh - but that would be her maiden name and we think she married.
