It's certainly worth a look.

I went through that process myself several years ago and asked on the Powys mailing list if anyone had any ideas.  Of course they didn't!

Marriage cert for David Evans and Mary Rogers:
Aug 4th 1878 at Edgbaston Parish Church Birmingham
David Evans full age, batchelor, Baker, res Birmingham, father Evan EVANS, miller
Mary Rogers, full age, spinster, res Edgbaston, father George Rogers gardener.

Witnesses: Evan EVANS, could be father or son
and C Chitty

So David is Evan's brother and their father was definitely Evan EVANS which brings us back to the original search.

I've kept on looking for these brothers with father Evan, but nothing....... 
There's nothing in Shropshire either, they were quite close to the border.

My father Evan Evan was born in Aston 1916. His father Evan was a miller. The family had moved from Wales where they were millers
