Shilling certainly makes more sense but I've never seen 's' used as a symbol for it. I'd have recognised 5/- as 5 shillings, but maybe 's' was used ealier? I think it's a more likely possibility than my % but to be honest this writing has baffled me!

I don't know if it says 1s but 's' was certainly used to denote shillings, particularly when written formally.  The use of the oblique was more of a shorthand form.
