Wording Of Adoption Paper ?

 A Canadian Supreme Court Adoption paper has some wording which has caught my eye. I wonder if anyone may be able to clarify, please?

 It's where it states " Upon reading the consent of the mother " (of the kiddie whose adoption is being dealt with here) " and the consent of the natural father of " (Said kiddie).

 Just got me wondering; Would that be the normal jargon? Or might that suggest the kid was born out of wedlock?

 Anyone know their way around these matters, please?
