Has there ever been a lower age limit for a witness to a marriage?

I sort-of-thought you would have to be 'of full age' (21 or 18 depending on when the marriage took place) but I'm beginning to wonder.

I noticed that when browsing through the Irish GRO site today that witnesses there must be 18 or over (by law).
McDonough, Oliver, McLoughlin, O'Brien, Cuthbert, Keegan, Quirk(e), O'Malley, McGuirk (Ireland)
Dudley, Winchurch, Wolverson, Brookes (Black Country)
Concannon, Moore, Markowski (Markesky), Mottram, Lawton (Black Country)
