It looks to be the name of the area- my be very small in the 1841 census.
There are only 4 page images in that district (double pages).
There are no addresses until the bottom of the right page of Image 2 -Windy Harbour  next to Joseph Mellor farmer.
Thomas is on the next image.

The first names on the set of images is Richard Green 75 yrs independent- Thomas Green 19 yrs.

On the Tithe maps site -a  Thomas Green is the owner of the plots that Thomas Shakeshaft and others occupy.
Thomas occupies plots 134 - Cottage and Garden
and 135 - Croft which is pasture of just over an acre.

I am hoping that this is your Thomas in Poulton cum Spittal.

i am wondering then if Windy Harbour is the name of the area  around Joseph Mellor's farm. I can't see any sign of it on the Tithe Maps pages.

You might like to have a look at this site - some of the Cheshire parish registers have been put on line.
There's a marriage in Bebington on 12/6/1828 for a Thomas  Shakeshaft and Elizabeth Ledsam/Ledsham. The names of the witnesses are given.

On the same site there's a baptism in Bebington (residence Spital) on 28/3/1807 for a Thomas Shakeshaft - his father is Thomas.

When you find a record you want to look at  - click on the circle then the square and you should be able to see the record. Put an imaginary 1 at the satart of the date.

This same marriage record is on the IGI.
