Mary Maria  WILLIAMS age 2  is with her parents William and Mary Ann in Clifford 1881.
No Flo there either - the baby is Clara Jane age 8 months (looks like she wasn't registered until dec Qtr 1881).

Might be onto something with Flora - daughter of James & Sophia.
According to 1881, James was born in Hay, Breconshire abt 1848 - as was William Benjamin Williams, Mary Maria's dad.

Daughter Flora is age 1, b Clifford, Herefordshire

James & Sophia are in Balsall Heath Kings Norton Worc. in 1891.
Daughter Flora is 11, b Breconshire
RG12/ Piece: 2355/ Folio 10/ Page 15

James & Sophia are still in Balsall Heath in 1901.
Daughter Flora is not with them - she would be abt 22 now.
RG13/ Piece: 2806/ Folio: 77/ Page: 7

A Flora WILLIAMS married in 1905 in Kings Norton
to either Henry James COOKE or Walter HILL. Other Bride was Florence NEAT.

FreeBMD has a HILL birth registered in 1911, mms NEAT.
So probably Flora WILLIAMS marrying in 1905, did so to Henry James COOKE?

I think I have found Henry and Flora on the 1911 census (58 Avondale Road, Sparkhill).  Flora gives her place of birth as Clifford, but that has been crossed out and Ross written in.  Confusingly, it looks as if whoever was checking the census returns has added 'Cromarty'  ::)

Cheers everyone for the info,  it has been very helpful.    Just wondering if it was possible to be registered at 2 addresses in the 1901 census.  Could Florence have been registered as living with Hananiah as his domestic help and also with her parents? :D

It is not totally unheard of for people to be registered at two different addresses - I guess people may have misunderstood the instructions as to how to fill the form in an put down who was normally in the house - whether they were there or not.  So I have found children with both their grandparents and their parents, for example.  So, if Florence should have been with Hananiah, but for some reason was back visiting her parents then perhaps she was enumerated twice.

Florence Williams.
In the 1901 census,  Florence Williams is detailed as living with my great grandfather. I have found several birth records for Florence Williams but not in Hereford.

Grandmother Williams

My Grandmother was born in Hereford and the name on her birth certificate is different to the name we knew her as.
