Can't make out the second word, the descenders don't seem to me to fit "frame"

The fainter writing beneath this could interesting but I can't make out anything.

It seems definite that the 9 & 7 would be 9 inches x 7 inches (including the frame).
The backing card of the image is 7.9 inches x 6 inches.

I took it to a picture framer and he said, without hestition, "Fancy opening to suit picture".

I can now see "Fancy opng".
