Dont forget that records now are better than what they used to be and human error may have lead to many things missed. In the early days of registration it was the duty of the registrar to walk round and enumerate new births a bit like a census but he often got word from midwives and doctors. A lot of births were not registered as he may have missed some, or the parents didn't bother to inform him if he was around. From 1875 onwards the parents had to register the births themselves. And if two namesake people were born at the same time in a village for instance, probably cousins or not related at all, the registrar may have got mixed up and thought there was just one birth with that name unaware there was two and missed one.
