There does seem to be a connection with the fishing industry/shipping and with Hull with these Lincolnshire Rutter's. The Edward W. Rutter born Laceby, living in Hull, is a marine engineer, and the Betsy Rutter with the daughter Annie, also born Laceby, is a sailing ships captains wife (and incidentally is also living at Clee with Weelsby).
Devon is a county in the South East of England, Great Grimsby (or just Grimsby) is a sea port with a fishing industry not far from Laceby, and Clee with Weelsby is a part of Cleethorpes which is a seaside resort and the next town along the coast from Grimsby. You'll find both Grimsby and Cleethorpes on the same map as Laceby (link in post above).
I'm not sure that any of this leads you any further forward - have you ever heard talk of any involvement in the fishing/maritime industry?
The North East Lincolnshire Archives Office in Grimsby holds 30,000 fishing crew lists and registers of 4,000 Grimsby ships - their link is

Don't really know where to go next with this one - it just seems to keep throwing up more questions than answers.
