Royal Navy, Fleet Air Arm service numbers question

My question is about the service number of people in the Fleet Air Arm between 1936 and 1939.

I have one number D/JX134986 in 1936.
I have another number FX76411 in Oct 1939.

Did numbers change?

I suspect the FAA had its reporting lines changed in abt 1937 (?) so would this affect numbering?

I just need to prove that the people attached to these numbers are the same person. My person died in 1939 so I'm not looking for anyone living.
Pembrokeshire - Brown, Rees, Thomas, James, Nedahl, Noot
Somerset - Brown, Parfitt, Daniell, Wheeler, Clissold, Indoe
