Death in '55 would have given a birth ca 1929 which is a year or so after the father Richard died in 1928.

Births in December may not be registered until Jan the following year.

Birth records only extend to 1920 in Victoria.  Purchase Richard's death cert and you will have their ages at his date of death in 1928.
