The only Dames I can see in Pigot's 1824 are :

Miss Dames, 48 Hardwicke St, Dublin
Jos. Dames, 32 Temple bar, Dublin - Hat Manuf. & dealer
Thos. Dames esq, Green hill, Edenderry (King's County)

A listing for Dunlavin is not included, and not many farmers are included. The nearest Cooper to Co. Wicklow that I see is :

Thos. Cooper, Market st, Enniscorthy, Co. Wexford - Oil & colour Dealer
 (pg 151)

Looking through my papers I have found some old notes written by a son-in-law of George Cooper suggesting that George Cooper's mother was a Margaret (Peggy) Butler of Hacketstown, Co Carlow.  Searching on ancestry.com I have found a family tree showing a William Cooper (born 1805 in Ireland, died 1850 in New York) with parents William Cooper and Margaret Butler.  I still don't have a baptism for George Cooper, but may be getting a little closer.

I also note that there is a Margaret Cooper listed in GV at Rathdangan Old Road, parish of        Kiltegan, Co Wicklow, which adjoins the parish of Hacketstown.
