birth reg. requirements c 1869

Hi everyone
I was excited to find my grandfather Henry James on the 1871 census, which stated born Lambeth.
All other documentation I have for him (death, marriage, will, children's births, etc) state LONDON as his place of birth.
Using those to determine the possible year of his birth, I requested a search from a company in the UK, for that year, year before and followiing. After $204US was spent, I still have NO birth certificate.
Not only broke, but discouraged, I need to know ......where do I go from here?  Company explained briefly that a small percentage of children were not registered.  Is this common?
Henry had a half brother and a half sister(but I do not know the mothers name).  His parents were married in Hampshire & I have that certificate.
Any and all suggestions gratefully accepted and appreciated.

I cannot help on your query at present but I am visiting the library tomorrow and I remember seeing some info on this subject there.  I will look and post again for you tomorrow.

I have re-read your post and need clarifcation.  Are you asking if some births fall outside the legal requirements for registration?

What time frame are you looking at for your Henry James birth in London? It would help in case any one looking for you... There are a number of Henry James births and Christenings on the IGI site for Lambeth in London

There are about three Henry James on FreeBMD who would be suitable.  What age did they give in the census?
Was he on the 1881 census?

Henry James was born sometime between August 1868 and April 1869 if all the dates on held documents are correct.   He was age 2 on the 1871 census.
His parents were Charles JAMES, born Norfolk and Bridget KEEFE, born Ireland.
His family moved to Australia about 1873, as stated in his obituary, so he would not be on 1881 census.
1861 census would show Charles with his first wife, whose name I do not know, so I've not explored that avenue much.
Sylviann, I'll recheck the Free BMD against the list sent to me from the researcher in the UK.
Janet, I'd appreciate a look for St. Caths index for 1869.
Moscan, I will look again at the IGI, as I've not checked there for quite some time, and I understand additions have been made.
Kazza, I was really just wondering if somehow he slipped through the cracks, so to speak, re registration.
He was raised Catholic, and I know that Catholic church records are oft times difficult to come by.

"Since 1st July 1837, all births, marriages and deaths should have been registered by the state but in the period between 1837 and 1874 the responsibility for this lay with the registrar rather than the local people concerned and consequently some events, particularly births, escaped the net"

Sorry to muscle in on your thread Grub but - Chris - thanks to you and your Oracle, thats just answered my question.  I wondered why only one of five children that I have born between 1839 and 1854 had their birth registered.  Now I know.
