the cap band looks like  ? M Cruis

The rest of the name if there is any is covered by what looks like  a weath of feathers of leaves after the S with  what looks like some sort of stud in the middle or button

The clear letters are uls as you probably know, however hms repULSe is a possibilty though she was sunk in the South China Sea during WW2 by japanes aircraft, there is a HMS ULSter  (R83) damaged by kamikaze planes in the Pacific (R83) survived the war and refitted as D83 scrapped in 1981.
Usually naval photos during wartime only had HMS on the cap tally, is this pic post WW2? These are only my guesses, there are probably a lot of naval vessels with these three letters in the ships name.

Maybe if you google combinations of HMS ** ULS** and asterisks like so you might  find a hit.

Good Luck
James

Thank you taking your time to reply  but on the phot  it is clear there is   M (not sure if there is a space between  it and the Cruis to be seen very clearly

the angle the picture is taken makes it hard to tell  if theres a space between  the M and the C

Could he be a member of the crew of a civillian cruise liner?
something "cruises" ??
In wartime as already been mentioned due to security sailors had HMS on their tallies.

Is it definitely Royal Navy?  I though they had white bands on the hat, and I don't recall the decorative item.

Could be wrong.

I have had a look at some royal nave web sites and see 2 other pictures where the hat is all black ( or could be navy in colour blue hard to tell with black and white pictures )

and one of them also appeared to have a ribbon decoration at the side but it was just lot of pictures with no information .

I can assure you he is a royal navy rating with an issue overcoat on. Silk white scarf and the decoration on his cap is what we used to term as a tiddly bow which used to be tied as near to the last letter of the name as possible. Blue caps were phased out in the mid to late fifties and the uniform  could be anytime second WW to the mid fifties.
I am still working on the name, it is a pity the original isn't sharper.

Bob.

Thank you  the letter on the  cap are clear on the oringinal M  CRUS

The ribbon or as I know now is a tiddly bow,  thank to you :) could be hiding another letter when I look at it with a magnifying glass.   As you said the tiddlly bow was tide as close as possble to the last letter so at the angle the photo is taken it is impossible to see the  any more letters

I think another letter is there and I can just see a tiny tiny part of it possible but nothing that would tell you what the letter is, when I use a magnifying glass
