If Nationality was "American" he probably never naturalised. It also suggests his father was possibly not from England (or he would have had British citizenship through him)
That is, assuming he's being truthful!

Is he consistently "Fred"? (rather than Frederick or Alfred?)

 in the 1853-1854 directory are listed:
Roy, George S, merchant
Roy, J.H. & Co, apothecaries and druggists
Roy, John, bricklayer

only George S. is still there by the 1857. Can't find a Fred.

In 1911 is he the one who is living with a Susanna? (The only one I can find for their marriage is in 1920 - if that is his, maybe he gave different info the second time around?)

Hi

Yes he was always Fred in the censuses, marriage certs etc.
Also, his eldest son Fred - from his first marriage - was registered as Fred.
So I assume he was a Fred, but of course he may not have been.

Yes he was "married" to a Susannah (spelt various ways), after his first wife Eliza died.
According to the 1911 census they said they were married around 1899.
I have been unable to find their marriage around that date.

Do you have the birth certificate for any of Fred and Susannah's children?

If I were you I'd look at that 1920 marriage, which is for Fred Roy to Susannah Pembers in Christchurch district. Sometimes people didn't marry right away, for various reasons, and then did have a quiet marriage later in life.

Yes, I've seen that marriage.
I have ordered the certificates of the children of the second marriage to shed some light on that.
It's Fred's origins that have me beaten though
