Is it possible to clean up this image, the original is glued into an album, so difficult to get a good scan

Claned up a little.
POSTEES: If possible, PLEASE, scan your images at 300 - 600 dpi, for both ease of restoration and best results
RESTORERS: Feel free to change/improve/colour any restorations posted by myself.  Acknowledgment would be appreciated.

Looks like that it has been compressed too much
If you look at this link it will advise you how to scan and reduce pics for posting
