The Arthur GARNETT who appears in the censuses as the father of a Harry Samuel GARNETT of the right age (born Islington, not Hunstanton) did marry a GREEN first time around. Arthur was born in the Rugby area, his birth registered there in the Jun qtr of 1857.

why do you think his father is samuel? have you seen the marriage cert?

Looks like the right one - maybe not stayed too long in Hunstanton - maybe christened in Islington.

i've been told by the grandson of Harry Garnett that his father is Samuel Garnett. I've come accross that birth aswell from familysearch.org

It actually looks as though his birth was registered in Islington (in Dec qtr 1881) and, from your finding, that he was baptised in Norfolk.

just looked at the 1901 cenus with Arthur as father - occupation compositor - same as Harry on the 1911!!
