Completed - Marriage Refusal - Help needed

Hi, I have a copy of a relatives application to marry another convict but can't read the reason that the refusal was given. Two weeks later it was granted and they were married!!!
Any help would be greatly appreciated,

I think I've worked out the first few words -

Not allowed until the engagement of Mr Hills to keep ...... until Kenny obtained .....

I can't get the last part, although the last word could be permitted.

Does it perhaps end in "be formalised"?

Can't make out the middle part though.
